Student Residence Permit in Turkey

We will try to tell you what is required to obtain a student residence permit, how the process of obtaining a residence permit works, which documents we need to have. By reading this article to the end, you can reach the level to apply for student residence on your own and prepare the necessary documents for student residence.

Let’s start explaining immediately;

Firstly, let us explain the process to you;
In order to apply for student residence, you must first have entered Turkey with a student visa (there is no educational visa requirement for university, doctorate and master’s degree). After entering Turkey, you must be enrolled in one of the first degree, intermediate degree, university or doctorate education. After the registration phase, you must apply for a Student Residence Permit through the Migration Management Online application system with your registration document and finally, you must prepare your documents and submit your documents to your University without waiting for the appointment day.

Note: Individuals can receive education as a student in Turkey with a family residence permit until the age of 18. People under the age of 18 with a family residence permit do not need to obtain a student residence permit.

Student Residence Permit Application Process

Note: The process of obtaining a student residence permit has differences from normal residence permit processes. In the process of obtaining a student residence permit, the documents are submitted to the university, not to the immigration administration, and the procedures are carried out without waiting for the appointment date without taking into account the residence permit appointment.

The process of applying for a student residence permit ;
1- To enrol in an educational institution in Turkey. If a student residence permit is to be obtained at primary, secondary or high school level, then it is necessary to have entered Turkey with an education visa suitable for the purpose. If you are applying for university, doctorate or master’s degree student residence, there is no requirement to enter Turkey with an education visa.
2- Applying from the online application address of https://e-ikamet.goc.gov.tr/ Migration Management. The issue to be considered here is to make your application within the free visa period. It is not possible to apply for a residence permit after becoming a staying illegal in Turkey.
3- After the online application is made, university students have to go to the immigration office where an appointment is made to give fingerprints without waiting for the appointment day and without making an appointment. University students will not submit the documents required for residence permit to the immigration office(Göç İdaresi). They will submit their documents to the university. In order to give fingerprints, it is necessary to go to the immigration office(Göç İdaresi) before submitting the documents to the University. You will take the application form, student certificate and your passport with you when you go for fingerprinting. There is no need to wait for the appointment day for fingerprinting. After the online application is finalised and the residence permit application document is received, you can go for fingerprinting without waiting for the appointment day. After fingerprinting, the documents are submitted to the University without waiting for the appointment day.
4- Preparation of documents:
a) If you are studying at university, you prepare your documents and submit them to the university after fingerprinting at the immigration office(Göç İdaresi).
b) If you are studying primary school, secondary school, high school, you prepare your documents and submit them to the immigration office(Göç İdaresi).
5- Your application result comes to the mobile phone you have given. Approximately 2 weeks after the documents are submitted, the residence permit results come to your phone.

Student Residence Permit Requirements

1- To enrol in an educational institution in Turkey. (University, PhD students, primary and secondary school)
If primary and secondary school students have a family residence permit, then they do not need to obtain a student residence permit.

2- Determining the address to stay in Turkey. If staying in rented accommodation, a rental agreement from a notary public, if staying in a dormitory, a signed and stamped document from the Dormitory Directorate showing that they are staying in the dormitory.

3- Humanitarian residence permit holders and persons under temporary protection can continue their studies without the need for a student residence permit.

4- Persons with a work permit can continue their studies without a student residence permit.

5- Persons with a family residence permit can continue their education and training until the age of 18 without a student residence permit. People have to apply for a student residence permit after they turn 18.

6- For primary and secondary schools, if student residence is to be applied for, it is required to have entered Turkey with an education visa. There is no education visa requirement for universities (Article 35 of the International Protection Law Regulation).

7- The duration of the student residence permit cannot exceed the duration of the person’s education. If the university is 2 years old, then only a 2-year student residence permit can be issued. In practice, a residence permit is issued for 1 year each. Obtaining a student residence permit does not provide the right to obtain a residence permit for the parents of the foreigner. The spouse and children of the person who obtains a student residence permit are only entitled to obtain a residence permit.

8- Student residence permit is not issued for private tutoring, distance education and open education.

Student Residence Permit Required Documents

1- Application Form: This is the form that will be given by the system after online application. This form is automatically given to you by the Migration Management Online application system after online application.

2- Passport Photocopy: A photocopy of the page showing the entry and exit to the country and also a photocopy of the page with the photograph.

3- Four (4) photographs

4- Valid Health Insurance: Students must have valid health insurance. In this case, persons with a student residence permit must have foreign health insurance for at least 1 year. It takes 15 minutes online to get foreign health insurance. When you type ‘I want to have foreign health insurance through Google, you can get your health insurance through many insurance agencies and you can use your health insurance in PDF format during the application phase.

5- Student certificate: It can be obtained through e-government or by going to the student affairs directorate of the enrolled school in person. Student certificate can be obtained as PDF from the screen that appears by typing ‘Student Certificate’ in the e-government application. The PDF received from the e-government can be used directly in applications.

6- Document showing address information: If the person lives in an apartment by renting an apartment, the lease contract made at the notary public, if staying in the dormitory, the signed, stamped document prepared by the dormitory, if staying with a person’s commitment, the foreign guest commitment letter. You can also apply for a student residence permit by showing an address from closed neighbourhoods. The condition of closed neighbourhoods is not valid for student residence permits.

7- Receipt showing that the residence permit fee and card fee have been paid: Residence permit card fee and residence permit fees can be paid by credit card from the Interractive Tax Office.

How to pay the residence permit fee and card fee?

8- Certificate of residence: This document can be obtained through e-government. You do not need this document for first applications. This document is required for extension applications. After obtaining the residence permit, address registration is made and then it is possible to obtain a settlement certificate (Yerleşim yeri belgesi) from e-government.

9- UETS address: UETS address is an electronic e-mail system. You can get this address in person by going to PTT directorates. You will only need this address for extension applications.

Student Residence Permit Visa Requirement

The subject we want to explain under this heading is whether we need to come to Turkey with a visa suitable for the purpose of obtaining a student residence permit in Turkey?

Let’s explain this question according to the legal articles; According to Article 35 of the international protection law regulation;
-First school
-Middle School
-for high school

If a student residence permit is to be obtained, in this case, it is necessary to have entered Turkey with an Education Visa in accordance with its purpose. For educational institutions at the level listed here, a student residence permit can only be applied for after entering Turkey with the appropriate Education Visa.
-University
-Master’s degree
-For doctoral students;
there is no requirement to have entered Turkey with an appropriate education visa.
Example: If the foreigner has entered Turkey with a tourist visa, in this case, if the conditions for obtaining a student residence permit for the University have been met, then the student can apply for a residence permit.

Work Permit for University Students

University students have the right to work only 1 year after they start their education. In this case, university students can apply to the Ministry of Labour and request a work permit.

In addition, according to Article 26/4 of the Regulation on the International Protection Law, foreigners with a work permit can continue their education without obtaining a student residence permit. Their work permits continue in the same way. If their work permit expires, they must obtain a student residence permit.

Right to work for master’s and doctoral students

ARTICLE 38
(1) Master’s and doctoral students studying in Turkey may work if they obtain a work permit.
(2) The entire duration of the work permit of the students who obtain a work permit is included in the total duration of the residence permit. Students valid for the same period
residence permit periods are not included in this calculation.
(3) Students who obtain a work permit are exempted from the obligation to obtain a student residence permit during the period the work permit is valid. However
the foreigner must obtain a student residence permit when the work permit expires or is not extended

International Protection Holders and Student Residence Permit

Foreign persons in Turkey;
-International Protection status
-Temporary Protection Status
-If they have a Humanitarian Residence Permit
, they can continue their education without a student residence permit (Article 26 of the International Protection Law Regulation).
