Types of short-term residence permits 2024

There are 14 types of residence permits and you need to find the one that is right for you and apply for it. In Turkey, foreigners usually make their applications on this type by choosing the Tourism residence permit.

1- Scientific Research Purpose

There may be two options for residence permits in this area;

a) Research subject to permission
b) Researches that are not subject to permission

Conditions of Residence Permit for Scientific Research:

1- In case the scientific research is subject to permission, it is requested to obtain permission certificate from the relevant institutions or organizations (Ministry of Culture and Tourism, Ministry of Energy, universities, etc.) subject to scientific research.
2- If they are not subject to permission, they are requested to submit a statement regarding the research subject.
3- A visa for “Scientific Research” must be obtained from our overseas representations.

Documents Required for a Residence Permit to be Obtained for Scientific Research Purposes?

1. Residence Permit application form (the form you filled in when making the appointment)
2. Passport copy. The page with the identity information, the page with the photo and the pages that are processed about the visa entry and exit information.
3. 4 biometric photos (taken within the last 6 months and have a white background)
4. Receipts of payment of residence fee and card fee.
5. Health insurance policy
6. Document showing the place of stay.
7. If it is a research subject to permission, stamped/wet signed permission documents obtained from the relevant institution, if it is not subject to permission, it is sufficient to submit a statement.
8. An e-signed/wet-signed sealed/stamped document showing how long the research will take and the place where the research will be conducted.

2- Foreigners who have a home in Turkey

In Article 31/1-b of the YUKK, it is stated that “foreigners who own real estate in Turkey” can apply for a short-term residence permit.

There is a very important distinction to be noted here. There are two ways to obtain a residence permit by purchasing a house in Turkey;

1) It is a 1-year short-term residence permit by purchasing a house worth 75,000 USD in metropolitan cities and 50,000 USD in other cities, as specified in the YUKK Law 31/1-b. The second situation is;

2) Obtaining a 5-year short-term residence permit by purchasing a house worth 400,000 USD as specified in the 31/1-j clause of the YUKK law. Although this is an exceptional type of residence permit, it is a type of residence permit obtained before citizenship applications. Residence permit in the second way for foreigners is usually a compulsory way before citizenship applications.

After giving this information, we will talk about buying a house worth 75,000 USD and obtaining a 1-year residence permit in our section called “Foreigners Who Have Houses in Turkey”.

Short-term residence permit conditions for foreigners who have a home in Turkey

1- In order to get a residence permit by buying a house in Turkey, the house owned by the foreigner must be a residence and used for this purpose.

2- In order for family members to apply for a residence permit, they must be the owner of the house (shared or joint ownership).

Who is the Family members ? Family members who can obtain a short-term residence permit include: Spouse-Child (who should not be an adult) and dependent adult child. The spouse must be legally married and the child must be under the age of 18 or the child must be proven to be dependent.

If the person has more than one spouse, a residence permit can only be obtained for one spouse.

3-As of April 27, 2022, together with the circulars sent by the Ministry of Internal Affairs to the provincial migration administrations, in order to obtain a residence permit in Turkey, it is required to buy a house with a value of 75,000 dollars in metropolitan areas and 50,000 dollars in other regions.

Required documents for permission to buy a house in Turkey

1. Residence Permit application form (the form you filled in when making the appointment)
2. Passport copy. The page with the identity information, the page with the photo and the pages that are processed about the visa entry and exit information.
3. 4 biometric photos (taken within the last 6 months and have a white background)
4. Receipts of payment of residence fee and card fee.
5. Health insurance policy 6. Document showing the place of stay.
7. Notarized original of the official title deed showing that the residence belongs to the person.
8. Numbering for the house- It is taken from the municipality. It makes the purpose and definition of the use of the house.
9. Deed Attendance Certificate – Obtained from the Land Registry Office.

3- Establish a Commercial Connection or Business

Foreigners who will establish a commercial business or have a job interview in Turkey, and will conduct commercial activities in Turkey can apply for this type of residence permit.

Residence permit conditions for foreigners who will establish a commercial connection or business

1) They are required to obtain a commercial visa in accordance with their purpose of arrival.

Required documents

1. Residence Permit application form (the form you filled in when making the appointment)
2. Passport copy. The page with the identity information, the page with the photo and the pages that are processed about the visa entry and exit information.
3. 4 biometric photos (taken within the last 6 months and have a white background)
4. Receipts of payment of residence fee and card fee.
5. Health insurance policy
6. Document showing the place of stay
7. Visa for purpose (Business interview or business visa)
8. Tax plate of the notarized company
9. Notarized company’s trade registry gazette
10. The signature circular of the company is notarized
11. If there is business in connection with the company, a signed/stamped statement explaining the purpose of stay of the person written by the company.
Example: “…. The person will be at the following addresses in Turkey to attend the meetings between the following dates. The expenses and all responsibility of this foreign person during his stay in Turkey belong to our company. We guarantee that the person will leave Turkey before the end of his or her residency period. It can be a statement like …”. Company documents must be received within the last 6 months.

4- Participate in the Vocational Training Program

Residence permits to be issued in this area are given according to the duration of the education to be taken. A time is given in accordance with the training period.

5- International Agreements-Erasmus Programs

Those who come to the country within the framework of international agreements or foreigners who will come for education or similar purposes within the framework of erasmus programs.

The foreigner who comes to the country for this purpose must submit the document to be obtained from the institution he came to for education while applying for a residence permit.

The residence permit period cannot exceed the duration of the education.

6- Tourism Purpose

The first thing to be said about the residence permit for tourism purposes is that it is an inclusive form of residence application. Namely;

Within the scope of the YUKK regulation, the scope of the residence permit for tourism purposes has been expanded by stating that “residence permit requests other than certain short-term residence permit applications listed as ……. are considered as requests for tourism purposes”.

If your application to the Provincial Immigration Administration does not comply with one of the short-term residence permit types, your application will be considered as a residence permit application made for tourism purposes and will be processed accordingly.

Residence permit conditions for tourism purposes

1) Have the necessary health insurance
2) To have entered Turkey with a visa in accordance with the conditions. (with tourist visa)
3) Having the financial means necessary for the period to be lived in Turkey.
4) Have a valid passport. (Must be a passport with at least 60 days more than the duration of residence to be applied for)
5) To be able to provide address information in Turkey

Documents Required for Residence Permit for Tourism Purposes

1) Residence permit application form (the form you filled in when making an appointment)
2) Passport copy. – The page with the identity information, the page with the photo and the pages that are processed about the visa entry and exit information. The original document must be with you on the day of the appointment.
3) 4 photographs (taken within the last 6 months, biometric and white background)
4) Receipts of payment of residence fee and card fee. – It can be paid at https://intvrg.gib.gov.tr/gocborc.jsp. To pay, you can use the application number/accrual number written on the application form after applying for a residence permit.
5) Health insurance policy – Must be signed and stamped. Health insurance must be at least as long as the desired residence period.
6) In cases where a short-term residence permit is to be applied due to the absence of family residence permit requirements, a photocopy of the marriage certificate is requested. The original document must be with you on the day of the appointment. If the marriage certificate has been obtained from foreign countries, it must have a notarized Turkish translation and an Apostille annotation.
7) Document showing the place of stay. Hotel registration document if you are staying at the hotel, copy of the title deed if you are staying in your own flat, notarized copy of the rental agreement if you live in a rental

Example: If the person is staying at the hotel and the hotel’s fees have been paid by the company or himself, then the place of stay will be proven with the stay document that the person will receive from the hotel. The point to be noted in the document received from the hotel is that the duration of stay at the hotel is compatible with the residence application and it is stated that the fees have been paid.

In addition, people can present a notarized copy of the rental contract in the residence permit application file by renting a house for the foreigner to prove the place of residence. The lease must be in the name of the foreigner and must be notarized.

Submission of commitment by third parties:

If the foreigner stays with a Turkish citizen during his stay in Turkey, the Turkish citizen must give a letter of commitment to the foreigner at the notary public. In this case, detailed documents should be prepared.
· Copy of identity card of the person giving the undertaking
· For example the population Register
· Certificate of residence address
· Criminal record
· Payroll for the last 3 months, in order to determine the income status.

How many years can a residence permit be issued for tourism purposes?
Generally, provincial immigration administrations give it for 1 year. However, in practice, it is sometimes seen that it is given for 6 months.

Important notice: As of April 27, 2022, with the circulars sent by the Ministry of Internal Affairs to the provincial migration administrations, it has now become difficult to obtain a residence permit in Turkey, and people are not required to obtain a residence permit for tourism purposes.

The Minister of Internal Affairs, Süleyman Soylu, made a statement on the subject:
“The residence permit requests for tourism purposes are rejected by those who enter our country by obtaining an education visa and a medical treatment visa. There are also two illegal ways here: He comes with a student visa or a health visa, then he applies for a residence visa, we blocked these two ways. We do not issue another visa, we have cut the area of exploitation. As of February 10, 2022, we reject the applications of foreigners who enter our country and request a residence permit for tourism purposes for the first time.” CLICK HERE for the explanation.

7- By a Judicial or Administrative Decision or Request

The residence permit period to be determined for this purpose is determined according to the request of the judicial or administrative authority. A residence permit is issued according to the length of time the judicial or administrative authority wishes to stay.

8- With the Elimination of the Family Residence Permit Condition, They Will Switch to a Short Term

There is a short-term residence permit as an alternative way for people who cannot meet the necessary conditions for family residence permit.

Who can switch to a Short-Term Residence Permit with the Elimination of the Family Residence Permit Condition?

a) Foreigners can stay in Turkey with a family residence permit. However, an individual who has reached the age of 18 cannot benefit from the family residence permit of his parents. In this case, if the person has a family residence permit for at least 3 years in Turkey, he/she has the right to apply for a short-term residence permit or they can apply for another type of residence permit that they meet the conditions for.

b) Foreigners who are married to a Turkish citizen and divorced after staying with a family residence permit for three years can apply for a short-term residence permit or apply for another type of residence permit for which the conditions are met.
Note: Three years is not required for foreigners who have decided to divorce due to domestic violence. The foreigner must prove in court that the reason for the divorce is domestic violence. It is sufficient for the foreign person to submit the court decision among the application documents.

c) In the event of the death of the Turkish citizen spouse, the surviving foreign spouse can apply for a short-term residence permit without the condition of time.

Required Documents for the Short Term with the Elimination of the Family Residence Permit Condition

1) Residence permit application form (the form you filled in when making an appointment)
2) Passport copy. – The page with the identity information, the page with the photo and the pages that are processed about the visa entry and exit information. The original document must be with you on the day of the appointment.
3) 4 photographs (taken within the last 6 months, biometric and white background)
4) Receipts of payment of residence fee and card fee. – It can be paid at https://intvrg.gib.gov.tr/gocborc.jsp. To pay, you can use the application number/accrual number written on the application form after applying for a residence permit.
5) Health insurance policy – Must be signed and stamped. Health insurance must be at least as long as the desired residence period.
6) Document showing the place of stay.
7) Copy of old residence permit card. The original of the document is delivered to the provincial immigration authorities on the appointment day.
8) In case of divorce, the court decision regarding the divorce.
For those who have been married to Turkish citizens for 3 years or more, a divorce court decision is sufficient. If there is a domestic violence situation, then a criminal court decision on domestic violence is required. A person who is divorced due to domestic violence can apply for a short-term residence permit without being married to a Turkish citizen for 3 years.
9) Supporter’s death certificate.
– If the supporter dies, the family residence permit conditions have been removed, in this case, if the death certificate is obtained from Turkey, it is sufficient to have an e-signed/barcoded/stamped, and if the death certificate is obtained from abroad, it must have a notarized Turkish translation and an Apostille annotation.

9- Turkish Course

For this purpose, a residence permit can be obtained at most twice. This situation is clearly stated in article 31 of the YUKK.

The registered course must be licensed by the Ministry of National Education.

The duration of the residence permit cannot exceed the duration of the course.

The course in which the foreigner is registered is obliged to notify the relevant immigration institution whether the foreigner attends the course or not.

5) Health insurance policy

7) In order to obtain a residence permit for the Turkish language course, people must obtain a visa suitable for their purpose. (education visa-study visa or Turkish language course visa)
8) A document to be obtained from the registered Turkish language institution proving that he has received education.

10- Those Who Will Get Education With Their Own State Scholarship

The residence permit period issued for this purpose cannot exceed one year. Health insurance is not required from the foreigners who come for this purpose, whose accommodation, food and health expenses will be covered by the relevant state.

11- Short-Term Residence Permit for Treatment Purposes

Foreigners who will come to Turkey for treatment should not carry an infectious and epidemic disease that will endanger the health of the people in Turkey.

Foreigners coming to Turkey for treatment are required to get acceptance from hospitals in Turkey.

However, health insurance is not required from foreigners who document that they have paid all treatment costs.

Health insurance and financial means determination document are not required from people whose accommodation, food or health expenses will be covered by the Turkish state during the treatment.

The institution applied for the residence permit (Provincial immigration administration) may request information or documents from the relevant institution when it deems necessary.

Within the scope of existing health cooperation agreements, residence permits of foreigners who come to our country for treatment purposes are carried out according to general provisions.

Important Note: Applications of people whose visa expires are not approved. Individuals must apply within 10 days at the latest after their visa expires.
Companion for people who come to our country for treatment
In addition, according to the relevant law (Article 14 of Law No. 3359), the condition of health insurance is not required for residence permit applications, provided that it does not exceed two persons at the most.

Necessary documents for foreigners coming for treatment
1) Commercial connection or residence permit application form for foreigners who will establish a business (the form you filled in when making an appointment)

3) 4 photographs (taken within the last 6 months, biometric and white background)

5) Health insurance policy It must be signed and stamped. Health insurance must be at least as long as the desired residence period.
6) Document showing the place of stay.
7) Foreigners who will come for treatment should certify that they will receive treatment from health institutions. The doctor report to be obtained from the institution where the treatment is received and this report must be approved by the provincial health directorate. This report should be detailed and should also be a report that states the course and duration of the treatment. (There must be a committee report from the hospital, the signature of the chief physician and a doctor is required)

12- Foreigners who graduated from university in Turkey

Foreigners who will apply for a short-term residence permit in this way must apply within 6 months from their graduation date. This residence permit is issued only once and can be granted for a maximum of 1 year.

Required documents for residence permit for foreigners who graduated from university in Turkey
1) Residence permit application form (the form you filled in when making an appointment)
2) Passport copy.

3) 4 photographs (taken within the last 6 months, biometric and white background)

5) Health insurance policy – Must be signed and stamped. Health insurance must be at least as long as the desired residence period.

7) Photocopy of diploma or temporary graduation certificate (the original of the document should be with you on the appointment day)

13- Those Who Will Invest in Certain Amounts and Areas

Persons who will apply for a short-term residence permit in this area must meet one of the following conditions determined by the President;
*To make a fixed capital investment of at least 500,000 USD or equivalent in foreign currency.
*To have acquired a house of at least 400,000 USD or equivalent in foreign currency, provided that it is not sold for at least three years.
* To create employment for at least 50 people.
*To keep at least 500,000 USD or equivalent foreign currency deposits in one of the banks in Turkey for at least three years.
*To purchase government bonds of at least 500,000 USD or equivalent foreign currency, provided that they do not sell for at least three years

Required Documents for Those Who Will Invest in Certain Amounts and Areas
1) Commercial connection or residence permit application form for foreigners who will establish a business (the form you filled in when making an appointment)
2) Passport copy. The page with the identity information, the page with the photo and the pages that are processed about the visa entry and exit information.
3) 4 photographs (taken within the last 6 months, biometric and white background)

5) Health insurance policy It must be signed and stamped. Health insurance must be at least as long as the desired residence period.

7) Certificate of conformity to be obtained from the relevant institution as a result of the above investments.

14- Citizens of the Turkish Republic of Northern Cyprus

For the citizens of the Turkish Republic of Northern Cyprus, a residence permit is issued for a maximum of five years.

7) N.K.T.C. Photocopy of identity document (The original of the document should be with you on the appointment date.)

What are the conditions for a Short Term Residence Permit?

*Applying for one of the 14 types of short term residence permits.

*Have the necessary health insurance.

*It should not be one of the foreigners who will not be allowed to enter Turkey.These people are:

a) Passport, passport substitute, visa or residence or work permit those who have obtained these documents or permits fraudulently or are found to be forged
b) At least sixty days after the expiry of the visa, visa exemption or residence permit those who do not have a temporary passport or passport substitute document.
c) Passport with a validity of at least sixty days longer than the visa period requested, or those who do not have a document that replaces a passport
d) Those who are banned from entering Turkey
e) Those deemed inconvenient in terms of public order or public security
f) Those who carry one of the diseases that are considered as a threat to public health
g) Extradition of criminals in accordance with the agreements to which the Republic of Turkey is a party. those who are accused or convicted of the main crime or crimes
l) Those who do not have valid health insurance covering the period of stay
m) Purpose of entry to, transit through Turkey or stay in Turkey for justifiable reasons. those who can’t stand
n) Those who do not have sufficient and regular financial means during their stay

*Having the financial means necessary for the period to be lived in Turkey

*To have a valid passport with a validity period of at least 60 days longer than the residence permit period to be applied for.

*To be able to give address information in Turkey. If you are staying at the hotel, a document of stay from the hotel, if you are staying in a rental, a notarized lease contract, if you are staying in your own house, a copy of the deed is required.

NOTE: The terms listed here are common terms. Whichever of the 14 existing short-term residence permits you apply for, these common conditions must be met for all of them. In addition, special conditions may be required for the condition you put forward in the application.

Example: For scientific research, which is considered among the short-term residence permits, the common conditions sold above must be met for the residence permit, and the scientific research permit documents must also be in the file.

How to Obtain a Short Term Residence Permit?

Persons must apply to the provincial immigration authorities for a residence permit before the expiration of their visa period through the e-residency appointment system and receive an e-residency appointment. After the application, you will be given a residence permit application form and the appointment day and place will be written on this form. With this form, you must go to the Immigration Administration and submit your documents.

On the appointment day, they must go to the appointment place in person with their short-term residence permit documents. On the appointment day, the documents are delivered to the provincial immigration administration by the foreigner or his/her lawyer and the decision of the administration for the short-term residence permit is started to be expected.

In How Many Days Are Short Term Residence Permit Applications Concluded?

The provincial immigration administration is visited on the appointment day and the documents are delivered. Applications are finalized within 90 days after the documents are submitted.

However, this period is the official period announced by the provincial immigration administration(Göç İdaresi) and varies from province to province.

Currently, according to our experience, residence permits applied from the province of Istanbul are concluded in 1 months.

For how many years can a Short Term Residence Permit be obtained?

As a rule, a maximum of two(2) years is given, and in practice one(1) year is given. Namely;

According to the YUKK (Foreigners and International Protection Law), short term residence permits can be issued for a maximum of 2 years each time, but in practice, provincial immigration administrations do not issue short term residence permits for more than 1 year.

In addition, it is stated in the YUKK implementation regulation that short-term residence permits can be issued for a maximum of one year each time.

Exceptions:
1- 5-year short-term residence permit can be issued for people who will invest in Turkey and citizens of the Turkish Republic of Northern Cyprus.
2-For those who will attend a Turkish course, a short-term residence permit can be applied for at most two times.
3- Persons who have completed their university education in Turkey can apply for a short-term residence permit at most once.

Types of short-term residence permits

Types of short-term residence permits are listed below. Foreigners who will apply for a short-term residence permit have to apply for one of the following short-term permits according to their conditions.

Who are the foreigners who can apply for a short-term residence permit?

1-Foreigners Coming to Turkey for Scientific Research
2-Foreigners who have a home in Turkey.
3-Foreigners who will establish a commercial connection or business;
4-Foreigners who will participate in the vocational training program
5-Those who come to the country within the framework of international agreements or foreigners who will come for education or similar purposes within the framework of erasmus programs
6-Foreigners coming for tourism purposes
7-Foreigners coming for treatment
8-Foreigners who are required to stay in Turkey with a judicial or administrative decision or upon their request.
9-Foreigners who will apply for a short-term residence permit after the removal of the family residence permit requirement
10-Foreigners who will attend a course in Turkey to learn Turkish
11-Foreigners who will participate in education, research and courses in Turkey with the scholarship of their own state
12-Foreigners who graduated from university in Turkey.
13-Those who will not work in Turkey but will invest in the amount and areas to be determined by the state, and their spouses and children will be able to apply for a residence permit.
14-For the citizens of the Turkish Republic of Northern Cyprus, a residence permit is issued for a maximum of five years.

Important note: In our country, short-term residence permit is generally applied for tourism purposes. However, there are 14 forms of application that can apply for a short-term residence permit. If the person’s conditions do not meet one of these 14 conditions, then he can apply from the tourism residence permit section. In addition, this situation is stated in Article 28 of the YUKK regulation.

Abstract: The person can apply for a short-term residence permit by choosing one of the reasons listed above, or if one of these reasons does not meet the person, in this case, he or she must apply by choosing the “tourism” residence permit section.
