Closed District Restrictions Removed in Istanbul 2026

Has the closed space rule for foreigners in Istanbul been canceled?
There has been an important update regarding residence permit applications in Istanbul. According to the latest information obtained from the Directorate of Migration Management, as of June 10, 2026, all previously restricted districts and neighborhoods in Istanbul have been reopened for residence permit applications by foreign nationals.
As is known, due to the high concentration of foreign residents, certain districts and neighborhoods had been closed to new residence permit applications in recent years. Following a recent evaluation, these restrictions have now been lifted.
Accordingly, foreign nationals may submit residence permit applications from any district or neighborhood in Istanbul, including applications based on tourism, property ownership (title deed), and other residence permit categories.
