Closed Areas for Residence and Adress in Turkey 2025
With the announcements made by the Immigration Administration(Göç İdaresi), some regions in Turkey have been designated as closed addresses for foreigners for residence permit applications. Foreigners cannot register at these addresses for residence permit applications and address registration.
How can I find out the closed addresses? Does the Immigration Administration issue a regulation for closed addresses for foreigners? In which law are closed addresses published? The answer to these questions is that there are no written rules or regulations for closed addresses. The Immigration Administration (Göç İdaresi) does not receive applications from these areas by publishing the ‘CLOSED REGİONS’ announcement from the announcements section of the official website.
Foreigners what are the exceptions to closed addresses?
*Closed addresses are not valid for student residence permit holders and work permit holders. These persons can obtain residence permits at closed addresses.
*Foreigners married to Turkish citizens are not affected by the closed address rule due to family residence permit. Persons married to a Turkish citizen can apply for a family residence permit from closed addresses and can also register their address next to their Turkish citizen spouse.
*Applications for flat which purchased before 20.10.2022.
*Applications arising from short-term residence permit purchases before the application for acquisition of Turkish citizenship for investment purposes.

Istanbul Closed Addresses for Foreigners
Foreigners cannot apply for residence permits from these addresses and cannot register a separate address. Update: 03.08.2025

The regions in the list given above are closed address areas for foreigners in Istanbul.
In addition, the Directorate of Migration Management(GÖÇ İDARESİ) has made Avcılar, Bahçelievler, Bağcılar, Başakşehir, Esenler, Esenyurt, Fatih, Küçükçekmece, Sultangazi and Zeytinburnu districts in the province of Istanbul completely closed for foreigners with a 2nd announcement published on 19.10.2022. Foreigners cannot apply for a residence permit from these addresses and also cannot register an address.
📌 Question: Are there any open neighborhoods in Avcılar, Bahçelievler, Bağcılar, Başakşehir, Esenler, Esenyurt, Fatih, Küçükçekmece, Sultangazi and Zeytinburnu districts?
Undoubtedly the answer: No, absolutely all neighborhoods of the districts listed above are closed to foreigners. You cannot apply for a residence permit or register an address from one of these districts. Yes, definitely, there are no open neighborhoods in these districts, the Immigration Administration completely closed the districts listed above in its second announcement. There is no room for hesitation. Example: There is no open neighborhood in Esenyurt. All neighborhoods are closed.

Change of address in a closed areas?
If you live in a neighbourhood that is closed to foreigners and you want to change your address, you can change your address if you want to continue living in the same neighbourhood. Example: You live in Beyoğlu Inönü neighbourhood, you can change your address and register somewhere in Beyoğlu Inönü neighbourhood. However, you cannot move your address to a closed address in Beyoğlu outside the Inonu neighbourhood. In other words, you can only change your address within the neighbourhood you live in.
