HOW TO BRING A FOREIGN-PLATED VEHICLE INTO TURKEY?
Blue Card in Turkey means ; bringing a car to Turkey as a foreigner. A blue card allows foreign nationals to use the foreign-plate cars they bring to Turkey with Turkish license plates. In this article, we will provide information about cars known to the public as “tax-free vehicles,” which foreigners bring to Turkey and can use here without any time restrictions. Foreign nationals can use these cars for as long as they stay in Turkey. We are registering our vehicle as a foreign vehicle through the YTGGK application in Turkey.
Although these vehicles are often referred to by different terms such as tax-free vehicles, blue-plated vehicles for foreigners, or guest vehicle customs clearance, the legal basis for these procedures is actually the Temporary Entry Permit for Foreign Vehicles (YTGGK) – Yabancı Taşıtlar Geçici Giriş Karnesi (Y.T.G.G.K.) application, as regulated in Articles 130 and 131 of the Customs Law No. 4458.
The YTGGK allows foreign individuals who come to Turkey temporarily but actually reside there for a long period to use their foreign-plated vehicles registered in their own names in Turkey by obtaining Turkish license plates. They can use their vehicles without having to exit and re-enter the country during their stay in Turke
The vehicles described in this article are different from those brought under tourist facilities; Turkish license plates are not issued for vehicles brought under tourist facilities, but Turkish license plates are issued for blue permit vehicles, and your vehicle can be driven on Turkish roads just like domestic vehicle
In short, it is the use of foreign vehicles by non-Turkish citizens in Turkey, exempt from tax, with MA-Z Turkish license plates, under certain conditions, by bringing their vehicles located in a foreign country to Turkey.
⚠️ What are the requirements for YTGGK (Temporary Vehicle Entry Card)?
First, individuals wishing to bring their foreign-plated vehicles to Turkey must fall under one of the categories listed below. Second, they must meet the residency requirements abroad. The details are as follows:
Who can bring their vehicles to Turkey tax-free under the blue card (tax-free) scheme?
1- Non-Turkish citizens and foreign citizens who have started working in Turkey.
2- Dual citizens cannot register their vehicles.
3- Blue card holders – They must not have retired from Turkey.
4- Foreign students in Turkey.
5- Foreign athletes who work and live in Turkey
6- Foreign teaching staff who have been granted a work permit by the Council of Higher Education (YÖK).
❗Residing Abroad – 185 days rules
The above-mentioned individuals must have resided abroad for at least 185 days in the last year. This rule can also be referred to as the rule of residing abroad.

Detailed process for obtaining a Foreign Vehicle Temporary Entry Permit (Y.T.G.G.K.):
1- ENTERING THE COUNTRY WITH THE CAR
2- GOING TO THE CUSTOMS OFFICE WITH THE VEHICLE
3- LEAVING THE VEHICLE IN THE CUSTOMS OFFICE PARKING LOT
A vehicle custom receipt will be obtained, and the customs office will be visited with this receipt. Before the vehicle is placed in the customs office parking lot, photographs of the vehicle’s wheels and all four sides of the vehicle must be taken, as it will not be possible to take photographs after the vehicle has been placed in the customs parking lot. These photographs and information will be used in subsequent procedures.
4- VISIT TO THE TURKISH TOURING AND MOTOR FEDERATION
The required deposit for the vehicle is paid, the blue card is obtained after taking blue card the customs office is revisited.
5- A CERTIFICATE IS OBTAINED FROM THE CUSTOMS OFFICE FOR THE CAR
6- THE VEHICLE IS INSPECTED AND A TURKISH TRAFFIC APPROVAL CERTIFICATE IS OBTAINED WITH THE CERTIFICATE.
At this stage, since the vehicle does not appear in the traffic records, it must be transported by a tow truck and the inspection procedures must be carried out with the tow truck.
7- GO TO THE NOTARY TO REGISTER THE VEHICLE
It is important to note that not all notaries are familiar with the customs clearance procedures for Blue Plated vehicles. You should select notaries who are experts in this field and go to them. If you go to notaries who are not experienced in temporary vehicle imports with blue plates, the process may take many hours to complete or incorrect procedures may be performed.
8- GOING TO THE LICENSE PLATE PRINTING CENTER TO OBTAIN THE VEHICLE’S LICENSE PLATE
9- PAYING THE NECESSARY TAXES FOR THE VEHICLE

4- Proof of residence
5- Letter of commitment – to be obtained from the Customs Office and signed.

7- Company assignment letters – the company you work for must write assignment letters to the Customs Office, the relevant touring federation, and also the relevant notary. “The person who will bring the car to Turkey will work in our company, is employed by our company until this date, etc.”
8- Insurance Policy – Insurance known as a Green Card, and later, compulsory traffic insurance for the vehicle in Turkey will be taken out and added to the vehicle’s insurance after the license plate is issued.
