What Is the Turkish Citizenship by Investment Eligibility Certificate ? (Uygunluk Belgesi)
For individuals who wish to obtain Turkish citizenship through investment in Türkiye, the eligibility certificate is one of the most fundamental stages of the citizenship application process. As a matter of fact, during the citizenship application, all relevant public institutions carry out their procedures based on this document.
The citizenship eligibility certificate (Vatandaşlık uygunluk belgesi -Yatırım Tespit Belgesi) is an official document showing that the investment made meets the requirements set out in the legislation and that the investor is eligible to apply for Turkish citizenship. This document confirms that the investment satisfies the necessary criteria and enables the investor to proceed smoothly with the citizenship application process.
This certificate is one of the essential documents required for the citizenship application. Without this document, the Directorate of Migration Management will not accept your residence permit application, and the Population Directorate will not accept your citizenship application.

How to Obtain the Turkish Citizenship Eligibility Certificate?
The eligibility certificate for citizenship is issued by the Regional Directorate of Land Registry and Cadastre. The certificate is generally requested through an application made after the purchase of real estate via the land registry as part of an investment.
1- Purchase of the property through the land registry
2- Placing a restriction annotation on the purchased property stating that it cannot be sold for 3 years
3- Submission of the documents by the Land Registry Office to the Citizenship Unit of the Regional Directorate of Land Registry and Cadastre, and requesting the eligibility certificate for the investor
4- Examination of the investment by the Regional Directorate of Land Registry and Cadastre and issuance or rejection of the eligibility certificate
5- The approved eligibility certificate is sent to the investor via email and officially transmitted to the Land Registry Office, the Directorate of Migration Management, and the Population Directorate
