Making a Rental Agreement via E-Devlet for Foreigners

According to the regulation introduced by the Ministry of Finance, individuals in Türkiye can now conclude rental agreements between themselves through e-devlet. We will address this issue specifically from the perspective of foreigners, as foreign nationals in Türkiye are generally required to obtain a notarized rental agreement for Immigration Administration procedures.

As an alternative, if the foreign individual has a Foreign Identification Number (YKN) and access to e-devlet, they may conclude a rental agreement through e-devlet. Rental agreements executed via e-devlet can be used for foreigners’ address registration procedures.

If the landlord is abroad or unable to leave home due to illness, the matter can be resolved by concluding the rental agreement through e-devlet. Additionally, rental agreements made via e-devlet are accepted for utility subscriptions such as electricity, ISKI (water), and IGDAS (natural gas).

How to Make a Rental Agreement via e-devlet?

In summary, the process is as follows:

The landlord logs into their e-devlet account and searches for “Kira sözleşmesi işlemleri” in the search bar. Then, through the relevant section, the rental agreement is created and issued. While preparing the rental agreement on e-devlet, the landlord does not need any additional tools such as an e-signature. During the preparation process, the tenant’s Turkish ID number (or Foreign Identification Number) is entered, and the agreement is generated.

Afterwards, the foreign tenant must log into their own e-devlet account to approve the agreement. The foreign individual also searches for “Kira sözleşmesi işlemleri” via their e-devlet account, and the rental agreement becomes finalized upon approval. The parties may then generate a barcode-certified document from the system and print the barcode version of the rental agreement for use.

Steps for Making a Rental Agreement via e-devlet;
1- The landlord logs into e-devlet.
2- The landlord searches for “Kira sözleşmesi işlemleri” on e-devlet and initiates the process.
3- The landlord enters the tenant’s Foreign Identification Number (YKN) into the agreement and completes it.
4- The tenant logs into their own e-devlet account and approves the prepared agreement.
5- The tenant generates and prints the barcode-certified version of the agreement.
